Synopsis:

Mexico City: built on a lake, yet dying of thirst.  Ironically the city does not suffer from a water shortage.  Generous seasonal rains that could quench the valley's thirst for most of the year are combined with sewage, making them a flooding risk rather than a solution to providing water for 22 million citizens.  This is an environmental case study: can this mega city mobilize its citizens to become water sustainable and ensure the future viability of the capital
